There are a huge number of different types of transition towers between cable and overhead lines. The photo shows one of the HV types which is used on the territory of the UK. There are similar examples from around the world. As you can see, the equipment of the transition tower is surrounded by a protective fence. This is done for several reasons, including at least:
✅ Protection of people on the ground from the consequences of the destruction of cable terminations or surge arresters in case of their short-circuit.
✅ Protection against vandals who can throw items into the equipment.

Let me please share the example of the destruction of the surge arrester. You can see the fragments of the structure fall down. The danger persists even in the case if the surge arrester (or cable termination) has an external insulation not made of porcelain, but of polymers. Please do not approach the transition towers.
